Surface Transportation Board Denies Western Coal Traffic League Petition on Fuel Surcharges/Safe Harbor

On December 26, 2019, the STB denies the Petition filed by the Western Coal Traffic League (which FRCA signed-on to) asking for the Board to reconsider its earlier Decision to terminate its Safe Harbor (fuel surcharge) proceeding.  The STB Decision can be read here.
