Freight Rail Customer Alliance Submits Statement to House Subcommittee Calling for Congress to Address Freight Rail Shipper Service Problems
On May 11, 2023, the Freight Rail Customer Alliance (FRCA) submitted a statement to the House Railroads, Pipelines, and Hazardous Materials Subcommittee for its hearing, “Getting Back on Track: Exploring Rail Supply Chain Resilience and Challenges”. In its submittal, FRCA called upon Congress to statutorily clarify the Common Carrier Obligation, increase civil penalties for railroad violations, allow “reverse demurrage”, and reauthorize the Surface Transportation Board among other items. Also included in this submittal, were the results from the 6th On Time Performance Utility Survey conducted by FRCA, National Coal Transportation Association, and National Rural Electric Cooperative Association, showing that our nation’s utilities and their ratepayers continue to suffer economic harm due to unreliable rail service delivered at unreasonable rates.
