FRCA Submits Comments in Response to Surface Transportation Board Market Dominance Notice of Proposed Rulemaking
On November 12, 2019 FRCA submitted comments in response to the STB’s proposal aimed to make rate cases less burdensome and rate relief more available to captive shippers – especially to those that may otherwise lack resources to obtain reasonable rates as required by Federal statute. FRCA stated however, that the burden of proof would still fall to shippers as currently proposed. FRCA’s submitted comments can be read here
