Surface Transportation Board Requires Four Class Is to Report Service Recovery Plans and Performance Data

On May 6, 2022, the Surface Transportation Board (STB) issued a Decision in Docket No. EP 770 (Sub-No.-1), Freight Rail Service – Railroad Reporting, requiring BNSF, CSX,  NS, and UP to file service recovery plans as well as provide additional data and regular progress reports on rail service, operations, and employment.  These submissions will be required for six months beginning at the end of May 2022 where rail performance data submissions include First-Mile/Last Mile.  The Freight Rail Customer Alliance, along with the National Coal Transportation Association, National Industrial Transportation League, and Private Railcar Food and Beverage Association first requested the STB to collect FMLM via a joint Letter of Concern in August 2020
