FRCA Submits Comments in Response to Surface Transportation Board Demurrage and Accessorial Charges of Notice of Proposed Rulemakings
On November 6, 2019 FRCA submitted comments in response to three STB proposals aimed to address current shipper service problems including demurrage and accessorial charges, Docket Numbers: EP 757, Policy Statement on Demurrage and Accessorial Rules and Charges; EP 759, Demurrage Billing Requirements; and, EP 760, Exclusion of Demurrage Regulations from Certain Class Exemptions. While FRCA welcomed the three proposals, representing useful advances in responding to this important area, they are good first steps, but they do not go as far as is needed under the circumstances.
